What is the basis of the Waste Generation Classification or WGC class shown on the bill?
Each property receiving commercial collection of municipal solid waste has been assigned to one of forty-six (46) Business Groups and one of eleven WGC classes. The assigned Business Groups are based upon the Land Use Codes contained in Montgomery County Board of Assessment records. The assigned WGC classes are based upon the estimated weighted average waste generation rate per Business Size Indicator (BSI) for each WGC class. Below is a listing of the Business Groups assigned to each WGC class.

What is the basis of the Business Size Indicator or BSI units shown on the bill?
For all Non-residential properties, the square footage of net floor area is based upon the Montgomery County Board of Assessment records. For properties with square footage above 999 feet, the square footage of gross floor area is divided by 2,000 and rounded to the nearest whole number to produce a Business Size Indicator (BSI) for each property. For example, a property with 2,600 square feet of gross floor area is divided by 2,000 and rounded to the nearest whole number to produce a Business Size Indicator (BSI) for each property. For example, a property with 2,600 square feet of gross floor area is assigned one (1) BSI unite (2,600 divided by 2,000 = 1.3 rounded to 1). For properties with square footage between 0 and 499 feet, the square footage of gross floor area is divided by 2,000 and rounded to produce a BSI unit of 0.13. For properties with square footage between 500 and 999 feet, the square footage of gross floor area is divided by 2,000 and rounded to produce a BSI unit of 0.38.
For each Multi-family Residential property, Business Group 45, a BSI is assigned to depict the size of each Multi-family Residential property. For each Multi-family Residential property, the BSI is based upon the number of dwelling units at each property location.
How is the total Waste Generation Fee determined for each property?
For each property, the allocation of the waste generation fee is the product of multiply the BSI of the property by the weighted average of the range of the assigned WGC. This resulting quantity represents the total estimated billing units. The product of multiplying a property's estimated billing units by the waste generation fee produces the total waste generation fee for each property. Since Calendar Year 1999, the total waste generation fee for each property is based upon their assigned Business Group, a WGC, the BSI of their property, and the waste generation fee.
