Beginning January 1, 1999, the Waste System
Authority of Eastern Montgomery County will
be implementing a Waste Generation Fee
system. Under this new system, haulers
delivering eastern district waste will no
longer pay a tipping fee to deliver waste to
the plant.
To deter ineligible waste from being
delivered at a zero tipping fee, an
escalating penalty system has been
established and the new rules and
regulations were adopted at the December
17th Board meeting.
The enforcement policy treats a first
offense as a summary proceeding, requiring
an appearance before a district justice and
a fine of up to $600. A licensed hauler with
two or more violations within 12 months of
the first violation may have his license
suspended for 30 days and pay up to a $1,000
penalty. Any future violations within a one
year period can result in a revocation of
the license and up to a $5,000 penalty. In
addition, the Authority could pursue civil
penalties.
